Return depends on more than reconstructed shelter: access and water must precede inhabitation, while livelihood and belonging must sustain it.
Encouraging return before supporting relations function can reproduce displacement inside a rebuilt landscape.

One action, several effects
Safe routes, water repair, nurseries, material reuse, monitoring, and shared stewardship can serve more than one system. Their design must account for every relation they alter.
Conditions before projects
Safety, tenure, evidence, water quality, consent, and governance often enable several later actions. They should be sequenced as cross-system foundations.
The same territory carries competing claims
A route, water source, common, ruin, or settlement edge may carry ecological, productive, cultural, and return functions. Integration makes trade-offs discussable.
Who holds the relation through time?
Stewards, users, rights, equity rules, maintenance, evidence, and feedback must align across systems rather than be assigned separately action by action.

The phases are dependencies, not a rigid universal schedule. Different relations may occupy different phases at the same time, and feedback may require returning to an earlier one.
